I found this link in another thread and got to looking at the information that it provided.

As I was looking at it I noticed this entry for Lancaster County.

Anyone have any ideas what this system is?

I have programmed them into my scanner just as a conventional system for now. Not hearing anything on it, not even a control channel. My scanner is not P25, so if it is a P25 system I don't know if I would hear anything or not.

That is NSPAC Channels, conventional rebanded. These channels are use for mutual aid or system failure.
