I didn't find anything from the province-wide VHF P25 system in St John's so far, but I did find something else - likely an RCMP or other federal law enforcement system based on the frequencies and the fact the system ID was seen in Ottawa a few years ago.

421.1875 is the active control channel. PRO96COM says 421.1625 is an alternate control channel. I monitored it for a good while overnight and had no talkgroup grants or radio IDs.

System ID 2C0, WACN BEE00
RFSS 1, Site 1

The signal is not always strong, but I was picking it up between 4/5 and 5/5 near the Walmart east of the airport with a magmount on my HP1. I'll check it out again tomorrow when I'm closer to downtown.

I'm going to analyze the HP1 logs shortly and see if there's anything "juicy" hidden within.

As this system moved from Ottawa to St. John's, it may or may not stay there.
Looks like a P25 replacement for RCMP system 7520 (which I have not heard
about for some time, so may or may not exist). Any special event/activity might
explain why it's there (similar to Canada Day in Ottawa).

There are nationwide ceremonies for fallen first responders today but I'd be astonished if that was what this is for. In any case if it's a mobile system it shouldn't be tied to Ottawa (nor any other city). Talk group 1 has non-encrypted traffic today - i have my HP1 recording and will check it out tonight.

I guess I have egg on my face.. but it would seem to be a huge waste of resources to establish a trunking system in town for a one-day operation especially when there is a functioning system already in existence for RCMP use.

Talkgroup 1 contains mainly traffic involving moving delegates between RCMP HQ, various hotels, and City Hall (where the local ceremony is being held).

Jay I know you're out around the bay with Targa right now but this p25 system is still active.

TGID: 1h.

Random comms... hotels, passenger drops... wal-mart...

All very random. It's police though -- I think -- basing that just on how they're communicating, their tone of voice, language used, etc. Doesn't seem to be a dispatch though. Just open comms. Need to stick my antenna back up, I'm a little out of range.

I think this is a private security escort service offered by the RNC/RCMP. I know in the past I've seen RCMP cars doing trips up and down torbay road bringing people to the back entrance (private planes) of the airport. Based on what I'm hearing, this is my early conclusion. It's police, they're being addressed "constables", etc. but it's all drop offs and pick ups of people.

In Vancouver this type of RCMP system is deployed on a regular basis, during the Olympics there was one for the special events pertaining to the various public functions, and notably for the Vaisakhi Parade held every year in Vancouver , assume nothing is impossible , We have hear in Vancouver a full P25 single site 700 mhz encrypted system the rcmp use with single digit talkgroups showing up , makes me think radio techs are using and a few others in Special I,
