It appears that this is for public safety interop. From the license:
"State Government Engaged in Public Safety, Radios will be used to promote interoperability between state, county, and local public safety agencies"
Repeater sites in Hunterdon, Ocean, Camden, Cumberland, and Burlington counties.

From reading the attachments in the license information, this appears to be the frequencies for the Delaware River Area.

Does the word PORK somehow come to mind? Looking for yet another federal grant I suppose, look them up on the Internet and choke on what our tax money is being wasted on. Maybe we should tell them we already have SPEN and how well it works for "interoperability between state, county, and local public safety agencies" and just for fun mention the nationwide channel.
I knew a landlord who submitted an insurance claim when a tree fell against his building and bought a brand new Mercedes rather than making repairs.
