Historically that freq range has been for MDTs. Guess we will see if that changes.

Radio Service "YE" is for Trunked.
Most of these locations are definitely not existing/normal sites for TACN trunking today, however seems like this can provide some fill coverage for areas all around Rutherford County. One to two frequencies per site not enough for a typical voice trunking site, may be just to start the process to secure some that are available, and will eventually be filled in further? Short Mountain has VHF trunking site today, this would be first 700/800 MHz from that site. The site SE of Murfreesboro looks close to the existing Hoovers Gap site, but not exact same addresses.

In the past this freq range has been used for the THP MDTs. Given the geographical spread suspect that will be the case for this set.
