Idle means its not receiving the control channel. That site on the system spans 4.325 mhz.

Seller claims that unit has 2 dongles inside with a Y splitter. Post a screenshot of tuners tab showing each dongles settings with the spectrum visible. What version of SDRT?

The frequencies for Hernando P25 are between 769-774 mhz. Your tuners are centered on 101 and 741 mhz. you need to click on each tuner in the lower left box then adjust the center frequency in the right box

if you have your channel playing, you will need to stop it before adjusting the center frequencies.

As stated, one dongle is set for 7xx mhz and the other to 101.xx (FM radio). The system is phase 2 but most phase 2 systems can be set up as phase 1.

I would start with one dongle and turn off automatic gain. Play around with a manual setting. Around 327 would be a good place to start.

See if you are receiving better.

Tune dongle 1 to a center freq of 770.85625 and dongle 2 to a center freq of 773.35625 and that should cover the range of frequencies that the Hernando system uses.

remember, you are tuning to the center of a 2.4 mhz band so each dongle will cover 1.2 mhz +/- from its tuned center frequency.

@DC31 sdrtrunk handles the frequency tuning automatically when you start the channels. You don't have to change the tuner frequency manually.

I did change the frequencies. I hear almost all the traffic, but it is hit-and-miss sometimes. Should I change it back to default, for lack of a better term, or leave it as is?

@hernandoscanman two important steps are don't use automatic gain in the tuner - adjust it manually and make sure you adjust the tuner PPM. The user's manual has instructions.

Can you please post another screenshot with adjustments applied? Try to expand the spectral display a bit so that we can see how the signals appear.
