if it is a trunked system, usually the first channel in a bank is left empty,

That only applies to EDACS and LTR systems, where freqs. must be in exact channels.
Inaccurate information only complicates and confuses the issue.

Okay...the latest in my techno-meanderings...went into win96...web import...imported talkgroups for area into block 1....then went up to Scanner tab..clicked uplaod to scanner (thinking that the channel apge I was on might upload....orange flash from usb serial converter showing upload...yet again, ooopsie...cleared channels...now reading:

All Channels Locked....next?

To verify that any data is in your scanner at all, try going into Win96, File Menu/New Template

then Scanner menu, then download from Scanner...then browse the banks, and see if anything is programmed, and also if there are any lockouts...Let us know what you see there.. Usually that message appears when you have nothing in the scanner

Have you tried to manually enter a few frequency's in Win96, then try to upload them to the scanner

If all else fails, I would Re-initialize the scanner... then try again to download using Web Import

Initialize The Scanner

1. First turn the scanner OFF then back on again.
"Welcome To Digital Trunking" will display

2. Press the 0 button. "System Tests; Select Test; Exits if no Key Press" will display.

3. Press the number 1 button. "Factory Init; Erase Memory; ENTER if Yes; CL to Exit" will display.

4. Press the ENTER button. "Initializing; Clr Main Mem; V-Scan is OK; Please Wait" will display.

Wait until the initialization of the scanner is complete before turning it off. When the scanner has finished initializing, "M000" will display on the top line and "Bank 0 Ch 00" will display on the bottom lin

Well tell that to the other people that create p96 files, and have Motorola systems,
that I have downloaded, and leave a blank channel...

I know about Edacs and the channel order...and since the Pro-96 doesn't do LTR, that shouldn't be an issue

Why? The OM doesn't mention anything of this nature.

To ewgds: Which Seattle site or sites are you listing in Win96 under frequency column?

What you really need to do is make sure the computer and the scanner are actually communicating. First see if anything is actually programmed into any of the banks press MAN 000 and MAN see what comes up. If it is all 0's program in a few simple frequencies then try reading back from the scanner. If you can't get it to read from the scanner then you know they aren't communicating.

I don't know whyy ppl have left a blank channel for a moto system...ask them...I am done trying to help....

I learned very fast what was neccessary to get the channels in. There has to be a file for the frequencies to go into. When you import the channels, you must check the boxes to have them upload to the scanner. I played around with conventional and trunked. Got it to work by trial and error. Thank goodness for common sense and Don Starr;))
