Does anyone kno what frequency [if they have one] to communicate back to dispatch when flying? Do they also have to communicate with Cleveland ARTCC, or the airport nearby? I imagine they have to have some form of communication with someone, or is it they traditionally stay low enough they do not need to contact Cleveland or the airport controllers nearby?

They would need to be in contact with Buffalo Approach throughout most of the area and possibly with Niagara Falls Tower in their vicininty. Also special restrictions apply for operations below 3000' over Niagara Falls. Buffalo Approach contols up to 10,000 ft then Cleveland above that.
