I will be heading up to NJ in a few weeks, is NJ State police operating on NJCIS?or are they still on their system?

They are on NJICS but it might be a better experience listening on the analog system if you had to choose one.

 

[APX8000]

P25 on NJICS is the way to go considering most units are native on that system. And analog sounds like crap unless you have a good signal.

If you are in North Jersey they work well on the essex system, i beleive also on the union system. I have listened to them the most due to where I am located.
