I'm new to the area, so I may be misunderstanding your question. I have been monitoring the various trunking systems in the valley and I have received City FD traffic on the Salt Lake City Public Safety System, AC33. I have been getting FD hits on talkgroups 1184, 1216, and 1248. I have heard assorted coms of Fire equipment as well as Ambulance comms. I hope this helps.

On my RS scanner(s) and when I hear a "go to 3" or something simular in that situation I take the radio back in open mode and usually if a new talkgroup pops up and if the voices are familiar from the previous conversation there you have it. Maybe SLCFD uses the same talkgroups but has renamed the channels simular to when SL County Sheriff moved to UCAN and change the names of areas such at West Patrol to Oquirrh or something. Just a thought.

Are you sure your not trying to listen to the simulcast n the UCAN system? on that they only rebroadacast Fire 1. To get all the SLC fire comms you need to make sure that you are indeed listening to the SLC system AC33 as gldavis said. If that is the system you have then you should be getting it.

On Top of the World :)
SLCFD does not "typically" use channels 4-6. They have TGID's for them, but in all my years working for the city, I have never heard anyone use them during the course of "normal" business. That doesn't mean that they weren't used for some other activities, though :)
