I know Norfolk is switching to digital if they have not already and I was wondering what would be the best portable scanner that can handle the digital system Norfolk will be using but is also not extremely expensive as I'm pretty broke. I work nights and have been using a scanner streaming app on my phone to help pass time and I'm tired of eating through my data like candy.

I'm not 100% new to scanning I know some of the basics from my brother setting up my moms current scanner and previous ones. But any pointers are greatly appreciated. Thanks in advance

Any digital capable scanner will work. I don't know how "broke" you are; the problem is that any digital capable scanner is running about $400, unless you happen to find a model with a special price.
I have the RS Pro-106, which I bought on special for $100 less than regular price. Then I bought a set of 4 AA Nmh rechargable batteries, and PC/scanner programming cable.

There are preprogrammed systems out of the box. However, many are outdated, including many of the Hampton Roads area systems. Keep that in mind when you puchase any unit with preprogrammed systems out of the box.
