I am in the process of purchasing a new digital scanner and I am looking at the PSR-500. I would like to make sure that I can pick up the frequency listed below on the new digital scanner. (North Brunswick NJ) http://www.radioreference.com/apps/db/?ctid=1782

502.38750 505.38750 WQBC455 RM 1 Police Dispatch APCO-25

You should be aok unless they use encryption on the pd channels. If they do then nothing will help you rx them short of having one of their radios.

How can I tell if they are using encryption on these frequencies prior to purchasing digital scanner?

You can't tell yourself, you would have to find out from someone who already monitors them with a digital scanner (or someone otherwise privvy to that information).

I've never received encryption on their channels, everything I've heard has been digital clear and could be properly received/decoded by the PSR-500 and PSR-600. That's not to say they don't have ability to encrypt and never do or will, but as long as they continue to use the channels the way they have been, the PSR-500 should do fine.
