What am I missing? I have QK, locations, and ranges set. Still isn't picking up P25. I attached the HPE file.

The system you have is the Minnesota ARMER system. It is an excellent, but complex, system and challenging to program.

You will need to program the Wright County, Meeker County and Sherburne County sites in your scanner. For Hennepin County you'll want Hennepin West and you might try Hennepin East though you might be too far to get the East site.

This system is a lot of sub-systems working together to provide communications for responders. For example Meeker County fire units will be communicating on the Meeker County sub-system, Wright fire is on Wright County.

I won't go into details because it would be confusing. However all you need to do is add those Sites mentioned above and the departments you have programmed will work fine. Obviously you have to be close enough to a site to receive it.

Also as a suggestion, you might want to program all of the statewide and regional interoperability talkgroups. Lots of good stuff happens on them, for example if there is a pursuit, L TAC 1 is patched to the talkgroup of the agency initiating the pursuit.

If you look at his config you will see that using location control won't get him to what he is trying to do and only obscures how to make the radio work.

Which is why I told him to start over from scratch and not delete anything.

While the above suggestion is a way to do it, depending on what the OP's desires are, that may not give him what he wants.

He is in one county (based on his amateur license) and is trying to monitor several, but not all, adjacent counties. If he loaded everything as is, Location Control rules may keep him from hearing those adjacent counties. In the FL he posted, he beefed up the department ranges to accomodate this. Yes he could bump up the scanner range, but that would bring in more than he perhaps wants to hear.

Also I think he organized his FL to set up Department Quick Keys so that he can toggle certain things on or off as desired. How he did that is different than the database is setup.

Bottom line is he used the Favorites List "creation" as intended to program specifically what he wants. He merely left out a part, that being to include appropriate sites.

Yep I got it going. I have to rethink how I want to organize my FL. Thanks for the help.
