NYC Trunking System Question

Who will use this system? Will it take over for the primary public safety users system?

New York City DOITT (Project 25) System Trunking System, New York, New York - Scanner Frequencies

It is a City wide system for all the different agencies, same as on the current DOITT system. I think it is just a changeover to digital.
It is not for NYPD, if that is the question.
