Oakwood, Gainsville med traffic in wrong places

Had anyone noticed first responder dispatch on FRS channel two or hospital traffic on gmrs channel twenty two? Since buying a comet dual band antenna this traffic is better received at least in Oakwood. Today I heard references between med dispatch and med four about two refused need lifts by helicopter and desperately awaiting an ambulance. Made also reference to another request by Oakwood police. All radios sound like bubble packs by the Roger beep. Dispatch called for more first responders with typical call function on bubble pack radio instead of a tone out. Most comms were weak. I could not find incident scene as close as I was. Hospital traffic is usually copied on gmrs channel twenty two and is on repeater pairs. I hope someone can help me investigate this misuse of toys or cheap medical services.

I'm not aware of GMRS channel 22. I'm only aware of 8 simplex/8 duplex channels on GMRS.

It sounds like someone is broadcasting their scanner onto FRS/GMRS.
Something that is not difficult to do. All you need is a FRS radio with VOX.
