Odd P25 license

Additional licenses WRMN383, showing same frequencies but different locations, 1 in Chesapeake, 1 in Hampton, 1 in NN, and 2 in VB
WRMN405 shows 1 in IOW County and 1 in Southampton County
WRMP230; 1 in Surry, 1 in JCC, 1 in Gloucester, however this one shows different freqs from the others, 855.3625,
855.41250, 855.43750, 859.28750

They show as a Trunked system though? That's the odd part.

In looking at the license, I see nothing odd with the licenses. The frequencies below 854.0000 would be on a different service class (National Plan Trunked) even though they are in the same system.

The systems I ran in San Diego were licensed the same way.

But if they’re NPSAC wouldn’t it show as conventional instead of trunked is my point

NPSPAC doesn't mean conventional.
It was the old National Public Safety Planning and Advisory Committee from the 1970s-1980s that came up with the original 866-869 MHz public safety band plan.

Not sure if this answers any questions or makes a difference, but. A couple months back, York, James City, Williamsburg system was placed onto Suffolk / Isle of Wight's core. The entire system is now under Suffolk / Isle of Wight 0647. 509 will cease to exist. Suffolk has the main controller for all of them with James, York, Williamsburg being redundant. Mobile Communications of America is now the servicing dealer.

That’s very interesting, that was my original thought that they were going to link the systems somehow

Terry was NOT happy about it. My guess is that Suffolk had a lot to do with the "takeover". I wonder if it's because Suffolk has the regional command bus?

Could be. I would’ve thought they would’ve put VB in charge of it since ORION and all, plus VBFD has the Port Authority Command Bus @ Station 4. But with him having dealings with IOW, it makes sense

That’s the thing. I’m not sure if Terry has much to do with it anymore, at least with IOW and Suffolk anyways. His 2 year “commitment” with IOW is up. And he was MIA for the last year of that.
