Getting them on Dec# 2046 however its only Fire Dispatch cannot hear the units calling back to them.

That's the patch between FD OPS and FD TAC 1. The units respond on FD OPS ususally. If they are still on UHF, you will hear that on TG 530, otherwise it's ProVoice (and you won't hear it on a scanner).
