You can get a clue from the media. They are allowed to use and have programmed for news gathering purposes a M/A-COM Edacs transceiver. They are even allocated a talkgroup and ESK. Rest assured if they do anything to compromise it, OKC will activate countermeasures. So this well known talking head tells me he bought a M/A-Com Edacs radio on his own and programmed it and uses it in his car to track OKC radio traffic. I asked where he got the system key and he said he didn't need one. If that was the case then a newer Edacs capable scanner would work. He left me more questions than answers as he says it works.
