Stakeholders,

As promised, below is an update on the status of our P25 project.

We met with the L3H product team engineers, and they have advised us they are working on the following:

• Improving the UAS database performance through optimizing indexing for large-scale systems.
• Modifying the UAS application code to address and correct various scenarios where database tables may become out of sync due to specific stressors.
• Conducting most of the additional pre-cutover/near-cutover configuration changes on an offline database to reduce UAS performance churn. • Revising operational procedures for bulk/batch actions (“add”, “modify”, & “delete”) to ensure these updates can continue on the UCA system while aligning with optimal UAS performance.

The application update has been finalized and L3H engineers have been performing internal lab testing. The schedule to release the updated code onto the UCA system is Friday, August 23rd . Once the update has been completed, UCA will test, in parallel, with L3H for two weeks. If, at that time, UCA and L3H are happy with the performance of the UAS system, then once the pre-cutover checklist items have been completed, UCA will be prepared to schedule the final cutover.

As things progress, I will provide periodic updates.

Just listening back to the Central Utah 911 (PSAP for Utah/Juab counties) board meeting from today (9/12) - the P25 system is still delayed. User agencies have expressed serious concerns about aging radios that aren't being used and warranties. Sounds like if they bought Harris radios they'll be fine, but if they bought Motorola radios, each agency will be responsible for their own radios...

So, the assumption was that (with no fact in evidence) that it will probably be after the holidays when Utah County will make the cut-over. Maybe by the end of the year. It almost sounded like they still really don't know when it's happening.

And as of yesterday, software was installed at CU911: "Some people are going from unencrypted to encrypted channels" - there were no specifics given, whether this is full encryption or just tactical/surveillance channels. Both systems confirmed will be live at the same time for a short period.

Generally what I've heard from out radio techs is that the majority if not all PD in the Salt Lake Valley, has chosen full encryption of all police channels. So far, and fingers crossed, Fire has not chosen the same path. Initially, there was a push to encypt the response channel for fire because giving out the "address" of a medical call was believed by some admins to be hippa information. It sounds like that thought has been changed and they are willing to stay in the open as of now. Of course, that could change at any point, but my hope is that common sense prevails and at least fire stays in the open.

A side note, if you haven't listened to P25 Digital before, it does take a little getting use to. The audio is,,,,,,,,,, different.

so Richfield is currently coming across patched from 800 to 700. tg49632 800 to tg7842 700.... coming through the cedar mountain site on 800 and price dispatch PSAP site on 700..

San Juan and Sevier counties went live today. I'm picking them up on Bald Mesa, and some on Grand County EOC. I've listed the active TGs in the RRDB. I don't know the exact uses yet.

carbon and price is also live im still getting the Talkgroups figured out , cuz they are testing multiple talkgroups and radios. so I will submit to RRDB and to discord when I get time to sit down and look through the dsdplus and other gathering locations.. also anyone who has an sds100 or sds200 I can pick up the phase 2 stuff, but once I add the talkgroups to my scanner it stops listening to that talkgroup during scanning it only listens if its on hold but while scanning it won't stop on it, unless u stop it there. anyone else have this issue?

My units are still in "Search" mode, working fine. Once traffic starts picking up, I'll start programing Talkgroups.

I'll tell u after the last 2 days , if u just search and add it will be a never ending job. I just thought it would be a few talkgroups from our area added and some for the south end and some for north, not at all. there is a bunch of patch TGs thats in the 63000 range that change frequently. I believe its according to the super patch group that loads on dsdplus or unitrunker when u get on a site. there's probably in my area 50 TGs plus the bunch thats in the 63000 range. it was hard to identify cuz they were going through them so fast. TG xxxx "radio test " next Tg xxxx radio test 12345

but once I add the talkgroups to my scanner it stops listening to that talkgroup during scanning it only listens if its on hold but while scanning it won't stop on it, unless u stop it there. anyone else have this issue?
Check your Service Types. I believe the default when adding a TG is "Custom 1", so if your scanners are not set to listen to that service type you won't hear anything.

St. George here. The finalization is/was to be 10/18/24 to P25. It felt like today, 10/17.

The old Motorola UCAN was a ghost town. Couple of hits here and there. One of an officer complaining that his radio was stuck on the old system.

The SDR waterfall is showing what looks like control frequencies on 769.4875, 769.2125, and 768.9375. I see converations happening on 769.7375, 768.9625, and 769.825.

I know this is a breaking development, but please help me understand with some possibly-stupid questions:

The frequency tables (No TGIDs) listed on my home sites (Hurricane Mesa and St. George Simulcast), why are they so different as listed in the master database than what I'm seeing on the SDR? Where did those frequencies in the HPDB come from?

TGIDs are reverse-engineered by hobbyists and then submitted? They're not public information or leaked?

Despite only seeing Bear River Region, Cache County, and a few other audible TGIDs in the master database post-conversion, can I expect to eventually be able to see data that will allow me to listen in?

Forgive me, I'm just itching to hear this new system.

Questions are good.
1-The posted RadioReference Frequency table stats with the official FCC records, then as time goes on, it is adjusted to real world.
2-You are correct on the reverse engineering (Signals Analysis-Sig-Int). As we (and I mean we) hear things, we figure out who is where/what, and then submit it for posting. Seldom will someone "in the know" leak a list. But it does happen.
3-As time goes on, there will be additional data.

FYI, seeing and hearing limited out-of-county activity on the Lake Mountain (Utah County) Simulcast site...Washington Law 2 (TG 7418), which is encrypted, and I just heard a Price LEO clear a traffic stop on one of those VHF patches - TG 63708, which is showing patched to 7827, 7829, and 7842.

yep and I hear iron county just came up as well, yeah Washington county has some encryption, being confirmed by Tim Heaton by airplane flying from grand Junction to Phoenix. he got some of the sites straightened out and picked up some TGs in Washington county and Garfield county. price and other counties have those patches including some of Washington county and emery County. but price is still using the patches and vhf cuz they had alot of trouble hearing each other dispatch to officer and back. plus we got alot of dead spots that 700 doesn't cover. I also hear there is a dead zone from Brian head to Escalante. on SR-12? so alot of work still . I hate to see how utah County and salt lake county will do as big and those areas are. that will take a week or more...

Yeah...I'm thinking maybe I'll have to "work from home" the week our county switches over just to catch everything that changes... :whistle:

Honestly, I think Utah County will be okay with the exception of the most extreme west end on the Utah-Tooele county line and Provo Canyon. 800 was already pretty spotty along US-189 with only the Sundance site providing coverage over a wide and geographically challenging area. And the distance from the nearest site to Five Mile Pass on SR-73 is pretty broad...so we'll have to wait and see how that works out.

I also discovered the American Fork Canyon fill-in site isn't in the RRDB. I've got the frequencies from the FCC license, but haven't had a chance to roll up that way to get site info, and it doesn't show up as a neighbor to Lake Mountain or Cedar Hills sites either.
