Is it possible to only have one frequency for a trunking system? And would that work in a scanner with just one frequency? Thanks

was 4 (1 CC and 3 voice channels)

Just have lots of user on the same freqs with different PL's EX:
460.475 - 173.8 Sheriff
460.475 - 192.8 EMS...

WHAT!?!? No repeater made that is setup for multiple tones? What leads you to make this bold assumption?
