It's worth noting that 4 of the sites match up with existing 800 MHz sites on license WPGP265. There are 7 frequencies on that license, currently used by the EDACS systems. What's interesting is that they made a conscious effort to license all 7 frequencies at all 4 sites, leading me to believe they'll eventually incorporate those 800 MHz frequencies into this new P25 system and get off of the EDACS system.

Your belief is somewhat correct. As you may know, Harris no longer manufactuers EDACS and Harris' support for EDACS products will be ending in five years or so. Therefore, New York Communications Company has notified public safety users in the county that they will be shutting down their EDACS around 2017. So, it's more a matter of the county being "thrown" off EDACS then the county deciding on their own to finally build a system of their own.
