No, they have not made a decision NOT to join the system. In fact, they're quite anxious! However, due to a small area of "in building" coverage concerns in downtown Nyack, they have requested the radio committee see if "anything can be done" to solve the issue and bring coverage to the affected buildings.
The system design called for 97 percent on street coverage and the sites chosen brought pretty good coverage in buildings as well. However, Nyack has some really dense 24 to 30 db buildings which are tough to penetrate and get even worse in the basements!
OPD has found several areas of their jurisdiction in which the new system exceeds their existing system. Unfortunately, 30 percent of their call volume (stats provided by them) is generated in the downtown Nyack area where their existing system works better. This is due to an analog simulcast transmitter & receiver they had strategically installed in this dense, downtown area. The closest Trunked Sub-site is 1.2 miles away.
In the weeks to come, the committee will be experimenting with potential solutions and should one prove effective, monies will have to be found to support it. The budget for the trunked system is basically exhausted now that the system is complete.
So again, to answer your original question, no...they have not made any permanent decisions at this time.
