OSP Car Antenna Question-Dual Band Antenna

Mounted on the trunk lip of the OSP cars that I have seen is a MAXRAD chrome 2db/5db Dual Band Collinear for 155/453 or on some cars the shorter black BMAX150/450 dual band antenna.

I am guessing that this antenna is for the VHF LEERN radio, but I was wondering if anyone knew what would the UHF side be utilized? Also, I am wondering why they are using a dual band antennas, in lieu of either 1/4 wave or 5/8 wave (Antenna Specialist 5/8 waves that they had used for many years) as the VHF antenna on their cars.

Any information would be appreciated.

Troopers in the Licking County area still use VRS on 465.525 for the handhelds.

No one but the State would think of using a dual band antenna and a duplexer instead of cutting two holes in the trunk.
