As the title says, Ottawa has rolled out Phase 1 of Encryption and we have lost all comms but the odd dispatch one.

1537 LRT ENC was turned on when they had the major derailment.
It was probably to hide what was happening from the news and taxpayers.

This is one of the biggest legit arguments against ENC. Closing the public out of situations. This could be avoided or minimized by the media office releasing frequent and accurate bulletins. Twitter and other social media are ideal for such uses.
" There has been a Train derailment in the xxxx area. Fire crews are on scene. More to follow as the situation developes."
" Three train cars derailed. Non contained hazardous materials. Fire crews remained a precaution. Until the derailed cars were removed by train personnel. "

If the average person could understand what they hear and proceed with that, but when the average person hears as it happens details, they tend to put the raw data into their own words because they don't understand what is being said
And they aint always as smart as they think they are in their translations. People do like to make it sound more exciting or important than it may be. There is also the possibility of selective editing like we see on many shared videos. This editing sometimes with the best of intentions tends to favor the posters opinions and perceptions and not necessarily the unfolding situation as it is occurring.

Protecting citizens involved? They post quite a bit of info on twitter in case you didn't know.
