Harris County has a number of simulcast sites, shown below, most likely you are trying to listen to one or more of the sites marked simulcast. The only scanner designed to work with simulcast is the SDS scanners (there are also options like a SDR and Unication Pagers). You can try things like moving the scanner around, a smaller antenna, or isolating the sites, but in the end there is no guarantee your scanner will pick up a simulcast site.

Which site are you using?

Looking at the site map for Pasadena, it appears to be simulcast, even though it is not "tagged" as that on the database page. If it is simulcast (maybe one of the Houston/Harris County members can give you a more accurate answer), then that can be a problem for the BCD436HP. More on simulcast here. Many of the Harris County sites on TxWARN are simulcast.

Simulcast problems can have several issues: no reception at all; garbled reception; and reception that breaks up

The database says Pasadena is using the Texas Wide Area Radio Network (TxWARN) system and the Harris Co sites that are marked as simulcast in the database are shown in post #2

Keep in mind this is a system of systems. Talkgroups on the RFSS 1/2 side do not come out of the RFSS3 sites. Some agencies in the Houston area are on the City of Houston layer (RFSS 3) and some are on the Harris county layer (RFSS 1&2). The challenge comes in finding out if they are a City customer or a Harris County customer and picking the appropriate RFSS sites.

As a rule, pick the simulcast cell they are geographically located in as a start. This isnt always the case (some ISD PDs are not allowed on the simulcast cells) but should get you close.

The other challenge is to figure out which TGs are on which RFSS. Typically the 5 digit TGs are on RFSS 3, but some of the newer ones are RFFS 1.

Pasadena public safety comes out of the RFSS 3 Simulcast as stated above, while their general goverment type stuff comes out of the RFSS 1 sites.
