Philly TRS unknown TGIDs

Trying to identify the facility operating on the following talkgroups only carried over Zone 1 Simulcast. Sounds like it could be a group home or a psych hospital? Mostly transports of groups of "residents" to various areas in the facility (Medical, gym, school?) Dispatch IDs as "Center control". Would like to get the info added to the RRDB. Audio samples per TGID linked below:

TGID 1801: Security/resident movement (busiest)
TGID 1807: Facilities
TGID 1809: Housekeeping

Phila Juvenile Justice Service Center
It replaced the YSC aka Youth Study Center that was on Pennsylvania Ave.
It’s for Juvenile inmates

I'm going to change 345 from PWD Industrial Waste to SW Water Pollution Control Plant Ch. 2. Recently had two units working on equipment and referring to the talkgroup as "2". Looking at Calls loggings, those same two units were on TG 337 when they weren't on 345.

There are three wastewater plants in the city. SW, SE, and NE. SW already has two talkgroups ID'd. I can't imagine they've got more than two per plant.

There are also three drinking water plants, Belmont, Baxter, and Queen Lane. Only Belmont and Queen Lane have identified talkgroups. Baxter is the largest plant in the entire state, so they must be using radios there, too.

1717 would likely be Traffic Court according to other sources.

Anybody know what TG 4019 is? Did some logging yesterday and had two RIDS appearing: 10010, 10011. I didn't have anything logging voice traffic. Both RIDS were clear TX on that talkgroup though around the 12:00-13:00 timeframe.

TG 451? Encrypted. Appears to have City Prisons RIDS associated with it.

TG 579, 583, and 587 with clear traffic from a number if RIDS in PWD range.

579 - 27426, 37430, 27437, 27438, 27439, 27440, 27442, 27445, 27449, 27450, 27465, 27468
583 - 27444
587 - 27469

TGs 1331, 1405, 1431, 1439 all had affiliations from 197xx RIDS. No traffic.

TG 633 had affiliations from 269xx and 275xx RIDS. Not sure who that is....

Yes, all the stuff I posted was from Zone 1. I edited the wiki to have a list for unknowns on Zone 1 and unknowns on Zone 2. Wiki editing is a pain. If you add new lines, don't forget the <br> at the end so there is a line break. I made the whole list this morning without them and it was a hot mess.

I freed up a scanner after figuring out AmeriHealth, so I'm now monitoring Philly 24/7.

Other than identifying new TGs & figuring out others, is there anything else that I should be looking for?

I'm not getting much in the way of RIDs, while recording with one of my Whistler 1080s. Most just say N/A. Is that everyone else's experience?
