Phoenix FD KOA519

Researching some FD stuff and I noticed that the database shows that 155.715 is part of Phoenix's KOA519 license, however if you look at the frequencies associated with that license, 155.715 is not listed.

Is this a database error or perhaps a clerical error with the FCC?

Checking KOA789 [old VHF system for PxPD] in the ULS system, shows that it is still licensed to the City of Phoenix as part of their VHF PD license:

ULS License - Public Safety Pool, Conventional License - KOA789 - PHOENIX, CITY OF - Frequency 000155.71500000

Phoenix PD left behind some VHF freqs when they went to 700/800 MHz and Fire, as well as other city departments, picked some up.
