I see new talk groups have been added to Regional Wireless Cooperative (RWC) for phoenix fire, when will phoenix start using these new talk groups does anyone know?

If you mean the K2-K4 talkgroups assigned to the various departments and districts under the Phoenix FD RDC, at least some are already being used.

They're used for training, inspections/investigation, and other administrative needs by the various departments and districts.

Phoenix, and other suburban fire services, only uses those TGs for non-hazard incidents (a la medical emergencies). Back when the RWC was in development, it was expected that all departments would join. Well, lo and behold,Phoenix Fire found that the new network doesn’t suit their needs in the hazard zone (basically an incident where FFs suit up), so it was decided that the network will only be used for non-hazard calls being some 75-80% of their call volume.

As John said, the K2-K5 are used for admin, prevention, training, etc. K4 and K5 are also encrypted. K6-9 are for medical responses, while K10-14 are for major ops (a la mountain/water rescues).

I'm 95% positive that I've heard the Phoenix K5 in the clear once. It may not be encrypted, like K4 is. The other department and district K5's may be the same.

I'm not 100% positive, but almost.
