Picking agencies to submit for

When I click "submit changes". Click "go" next to conventional radio data that shows up on next page.

Now, I do the drop down list for "--Countywide or New Agency--", and there's nothing in the list. I tried this for several counties, including Stanislaus and a few others. I can't pick an agency to submit for, even though they exist. Only Contra Costa worked out of the counties I tried. I'm using the latest Firefox, although IE didn't work any better. Am I missing anything, or just a bug/yet to be upgraded?

Agencies in the drop down box only refer to agencies that have actual seperate pages in the database.... and there are very few of those (mostly large metro areas)

Just submit to the county, and the admins will take it from there.
