Well,

I guess my question to the webmaster of pittgov.org's live scanner will go unanswered. I guess they don't like to talk to people down there! LOL.

My question was... Is someone using encryption or voice scramble on the Cecom system down there. I hear a buzz and then a beep at the end only on the field side. Not the disp side.

I am listening to Pittsylvania County sheriff and EMS on two scanners and nothing is encrypted. I am also listening to pittsgov.org online.The channel shown for Mt. Cross VFD - Private (153.95000 Carrier Squelch) has a lot of what you describe; I locked it out. I do not hear it at all online, however. There are occasions where the sheriff dispatch does encrypt, but not often. I notice the online feed does not have all the individual VFD traffic. Since the online feed is delayed from live, my scanners do not always catch the same traffic that is online. I am using Windows Media Player and the online feed sounds pretty bad compared to my scanners.
