no you don't hit PGM after you enter the frequency. PGM 1 for channel one, then PGM 155.670, then enter, (Next channel) PGM 2 (or up arrow, not sure how that works) then PGM "next frequency", then enter. you do not use PGM after you enter the frequency.
So basically the first PGM puts it in a state to assign the channel, then the second PGM lets you enter the frequency, after the frequency you simply hit enter. That stores that frequency in a given channel. you do not need to hit PGM after you enter the frequency a 3rd time, only enter.
