Prison Frequency maybe ??

I am in Brockville, Ontario. I was monitoring one night and came across a frequency that I have been listening to for about a month. It sounds like a prison, but not sure. The repeater has quite the range. It sounds as though its coming somewhere out of St Lawrence County New York. 460.300 Mhz. Anyone in NY know where and what this is.

I thought it might be coming out of Gouverneur, NY. Unless all the repeaters are link to one another. I can drive 40 miles north of the border and still pick them up clear. Are the repeaters linked or are they specific.

that's gouverneur correctional facility in gouverneur, ny. ogdensburg cf is 453.400 and riverview cf in ogdensburg is 453.500.
