"Private Call" settings on GRE/RS scanner.

First of all, I am using a RS Pro 197 scanner on LWIN in the New Orleans area.

My question is this. . . Does LWIN support "private calls" and if so how do they work?
Are they radio to radio calls that bypass the LWIN tower, or are the radios capable of calling each other by ID across LWIN?

Either way. . . is the Private setting like programming an NAC, CTSS, or DCS setting. Will I hear all calls with "Group" selected and just private with "Private" selected, or am I missing out completely if I have all my talkgroups set to "Group"

I have most of the NOPD dispatch, talk, and tactical channels programmed, but sometimes I will hear the officer say "go to channel 8" and I hear nothing. I even placed a Wildcard in its own scan list so that I could activate it when I heard something like this (just in case I had an unidentified talkgroup). Still nothing!
Today I let the scanner run for the entire day scanning ONLY a private call wildcard and got zero hits.

Well assuming they didn't mean District 8, have you considered conventional? NOPD has 4 conventional channels licensed on 800 MHz with repeaters at (I think) the Superdome.
