I have been programming this scanner from Radio Shack. I can import the radio frequencies I want fro RR. My problem is this, when I want to DOWN LOAD FROM the sanner to the laptop I get an error message stating there was a failure in sending the download command OR it tells me it has timed out waiting for the header. But I am able to pick what i want and send it to the scanner. Just cant go back and look at it. PLEASE HELP!!!

On the front of the scanner, if you read the manual, is the PC/IF jack. The one above the headphone jack. This is where the plug goes into the scanner to read, and to write to the scanner. Holding down the PGM button is not neccessary. In fact, it won't help at all.
Just remember, this is an analog trunktracking scanner, and does not decode P-25 digital systems.
Import what you want to the software, make your adjustments to alphatags, save the file, and upload to the scanner.
PS: Read the manual.

Ok the scanner works great, the programming is top notch, we have everything in our area we want to hear. The thread responses have been a big help. However, i noticed when lstening to a call or dispatch or unit update, after 3 to 5 seconds of conversation the scanner makes a small beep cuts off the radio chatter and starts scanning again. What is the adjustment that fixes this issue???

Not knowing what programming software you have, it should show what priorities you have turned on. Turn them off, including the weather priority. It should take care of your problem:)

By any chance is the system you are monitoring either an EDACS or LTR type system? If not, how are you powering the scanner? The behavior you describe could be the scanner resetting (powering off and back on) or an error related to one of the two system types I mentioned.
