I've only got a few freqs in an bank but when I scroll up or down it goes through the unused 87 channels before it gets to the next bank. I've checked the Lockout in the software to no avail.

did you try
turn the squelch off and hit scan ?
i think you meant to get to the next used channel.

That is normal for this scanner, and most scanners when scrolling manually ... lockout only works for scan mode

Agreed. Otherwise, how would you navigate to a specific (unprogrammed) channel so you can program it? You should also realize that you can (while in MAN mode), press the 3 digit value of the channel slot, then press MAN, and go directly to that channel. For example: 0 0 0 MAN will take you to the first slot.
