Is there a adjustment or setting on the scanner for the audio it seems scrambled

If you are monitoring MECA, there are all kinds of issues with simulcast distortion (your garbled audio). Go to the Indiana forum, there are many threads there on this topic. Search "MECA". I guess MECA reception is worse on the Northwest side than anywhere else.
