Does anyone know if I program a system that has lets say ten simulcast sites if I can shut some of the sites off via the radio without doing it in the software?

The 800 is a close cousin. The following is from the 800 manual. It may give you enough hints to do it with your scanner,

PSR-800 Main Menu

Browse Objects

PSR-800 Object Menu

Then press the MENU key to activate the Object Menu. Alternatively, you may press the MENU key when the PSR-800 stops on an active Object while scanning to edit that Object. To change an option use the UP and DOWN keys to scroll to the option you wish to change, then press the RIGHT key to toggle values or proceed to the next step. The following options are available in the Object Menu. Note that some options may or may not be available depending on the Object type:

Locked Out

When checked, the selected Object is Locked Out and will not be scanned.

lockout specific simulcast sites

Unless I'm doing something wrong, that only gives me the option to lockout a specific yalkgroup, not a simulcast site. Here's what I am trying to do, Tucsom PD transmites from lets say six sites, a,b,c,d,e. I only want to listen to the a,b simulcast sites instead of all of them. I know I can do it in the software but was hoping I could do it on the radio itself.

An expert with that scanner will have to confirm yes/no. However, few would take that route to achieve your goal.

EXZScan Software (yours may be differences):

Import FULL TRS (ALL Sites, ALL Systems)

Bottom Tab "Trunked Radio Systems"

Highlight the FULL TRS

At the upper right "Duplicate"

IMMEDIATELY rename the dupe (maybe something including the single Site designation).

Edit the newly renamed TRS as desired. (remove TGs and Sites not wanted).

Repeat the above sequence for each individual Site. Assign TGs to one or more Scanlists as desired. This gives unrestricted control over this problem. The only problem is finding names for the Scanlists that will clearly define what is in it (after a few years you won't remember if the name is not precise, lol).

Turn Scanlists ON or OFF with the scanner as desired. More work at first (Duplicating), but so much easier in the field than drilling down deep in the Menu and turning LO on or off.

simulcast site toggle

That's what I'm doing now for two different systems on the same simulcast sites. But I still have the problem of turning the 10 different simulcast sites on or off. I don't think I need all 10 simulcast sites scanning for each system unless it won't cause any loss of scanning.

Still struggling to get this right similar to how I did it with the Pro-106 in Win500

Goal - Trying to setup dedicated Playlist & Playsets similar to how I have my Pro-106

Steps out of the box

Update software, library, CPU, DSP
Library Import to all import categories available
Import type - by zip code
Zip - <enter my zip>
- adds all local freqs to iScan

Create personal playlists
Conventional playlists for no TRS (La County Fire, La City Fire, La Sheriff,....)
TRS - What is best way to add individual (ICIS-GlendaleWaterPower, ICS-Glendale Police Dept, ICS-Glendale Fire Dept) to dedicated Playlist (ICIS-GWP, ICS-GPD, ICS-GFD)

Create personal Playsets
Home - include dedicated TRS playlist + conventionals

If you put all the sites in one favorite group then the answer is no it takes the software to turn on and off sites for a multi site trunking system. I have had mine a year and found no way to do it other than build a favorite for each site put all the talk groups in each favorite and turn on and off the favorites as needed. That is why I like my BCD436HP better.

So for my example:

My TRS (ICIS) has 6 sites and 4 agencies that I want to monitor (Fire, Police, Water&Power, other)

Setup 4 Differnt TRS (ICIS) profiles with only 1 site selected in each
Leave only the relevant Talk groups in each ICIS profiles and remove rest
Then assign each of the 4 TRS profiles to their respective Playlist

What is the situation that forces Playlists to start to combining TRS into one Playlists?

Exactly, It is the one quirk of the unit that drives me nuts. But it seems to fair okay with the multiple sites for CTSP, occasionally following conversations across the two closest to me with no problems. Occasionally it will pull in a distant site and break up...then I just ratchet up the squelch a bit and it seems to avoid that distant site. Definitely not as refined a system as the 436 at least from a practical perspective.
