Welcome to the RR forums. Your Pro 91 won't work to pick up anything on your state's trunked radio system linked below. Police are fully encrypted as is every talkgroup on the system ID'ed as mode "DE". Fully encrypted talkgroups cannot be picked up by
ANY receiver not intended to operate on the system. Talkgroups ID'ed as mode "D" are clear and can be picked up. With that said, at the bare minimum you'll need a P25 trunk tracking scanner to pick up your state's system as it exists today (full list of supported scanners is
here)
Furthermore the current Smartzone system will soon be replaced by a P25 Phase-I system (
DELWIN). See
this thread for further discussion on the replacement matter. Switch over is planned for October, 2024. With all that said my recommendation would be to pick up a Uniden
SDS100 to pick up talkgroups in the clear (Mode "D") and mitigate
simulcast distortion you'll likely face monitoring with anything else. Expect a significant learning curve if you have little to no experience with the current generation of trunk tracking scanners. Plenty of resources at your disposal & folks willing to lend a helping hand right here on the forums
