Should you program your banks just as they are on the RR page ? Or is it better to put them in order. What works better ? Or does it even matter how you want to put them in ?

You can program in whatever you want in any bank you want. Select the talkgroups you want to monitor . And be sure you have the control channels in your radio. I've got these
868.175 868.675 868.750 868.225 851.4125 The control channel frequencies I've posted to you are for the Seattle/King county system .Which also covers eastside and valleycomm

And the C channels should be in the same banks ? So if I am on Pierce County I should put in the Tacoma Puyallup Channel ?

Yes the frequencies for the system you want to monitor should be in the same bank as the talkgroups associated with that system .Whether it's the Seattle system or the Tacoma system .
