You don't upload to the scanner from Radio Reference, you upload to a software program, such as Win500, manipulate the information to your liking then save the file, giving it a name or date. I have used Win500 for my Pro 106 and 197 for several years and it works flawlessly. Try it for 30 days and see if you like it, and I'm sure you will, just about everything is right in front of you. There are other programs available as others have stated but I recommend Win500.

Win500: WS1040, WS1065, PSR-500, PSR-600, PRO-651, PRO-652, PRO-106, PRO-197, PSR-310, PSR-410 Scanner Software for Data Management, Monitoring, and Control

I use both WIN500 and PSREdit. Both are excellent and have free 30 day trials. The programs are slightly different in user interfaces so give them both a try and buy the one you like best.

Does these programs already have all the freqs, like the RR database does, how does that work?

They don't have any database frequencies in them, but with a RR paid Premium Subscription from Radio Reference (a separate fee from the software licensing fee), you can access the database through the software for direct programming of your scanner:

https://www.radioreference.com/apps/content/?cid=3

The premium subscription is not required to just manually cut and paste from the database into one of the programming packages.
