BCD325P2/BCD996P2: programming bcd996p2 harris p25 system

Hello. I am trying to set up my bcd996p2 digital scanner with a Harris p25 system. I haave tried several different ways, apps, software, etc. I cant hear anything. It just says county simulcast and does nothing. I have maually tried entering everything, I have tried freescan, proscan ark something...I just dont seem to know what to do. any ideas on how to program this?

i have a 325P2, that is the handheld version of the 996P2.
my county is on a 700Mhz simulcast system.
the radio does very well, EVERYWHERE, except my house.
it can be hit or miss and i do the old rabbitear antenna dance to hear stuff.
it has done well stuck in a window corner and in a cell phone holder and horizontal.
take the radio for a ride and see if things change. get very close to a tower if you know of one.

my next radio will be one of the SDS ones.

most of the county shows some encryption, and it would not take much for the rest.
T is phase 2
e is part time encryption
the database is usually behind the times as the data is sent in by everyday folks, so there is a delay if it is done at all.

Yes, I'm guessing you are trying to monitor encrypted systems.

Even Fire Dispatch is encrypted on this system. Fire must have something to hide.
