programming nj transit in the pro-94

i've been having trouble programming this into my scanner. i mean it takes it and i have the fleet programmed right but all i hear is the data control channel

I looked into my BC 996 this what I have programmed and works.
Program all frequencies listed on RR. System is a type 1.
Fleet Map is as follows

Custom

0 = Block 4
1 = Block 3
2 = Block 4
3 = Block 0
4 = Block 2
5 = Block 2
6 = Block 0
7 = Block 0

Status Bit = Disabled
Modulation = Auto
Encode = Enabled

Let me know if you get it to work. Also once your up and running I am trying to find the
correct talk group for the new Newark Light Rail System.

Do we have any experts on the NJ Transit system on the BB ? Please Advise.
