I'm trying to program my local Talk Groups in to my Whistler WS-1040. I am not having any success. Is it because my 1040 is not
capable of working with the Project 25 Phase I system that is in use?

Welcome to the RR forums, the WS1040 is P25 Phase-I capable, HOWEVER if you're trying to bring in Solano County Regional Communications System you may be suffering the effects of simulcast distortion since it looks like your city is smack dab in the middle of two towers on the simulcast cell. You can try the multipath mitigation methods mentioned in the wiki I linked but ultimately you'd be much better off with a Uniden SDS100 to bring in these types of systems

There is no option for multipath, but there are a few things to try to mitigate the problem. Please attach your PSREdit500 programming file so I can take a look at it. You will need to zip the file to be able to attach it. Click on Attach files and open the zipped file.

Try ARC500 software by Butel. I know it's not free but it works all the time. Make sure you add the frequencies and talk groups. Verify whether the talk group is encrypted if so you won't get anything.

Has nothing to do with what software is used, be it ARC or PSR, they both work, just have to feed it the correct info.

PSREdit500 works all of the time also. PSREdit500 and ARC500 are both excellent programs. It just takes time to learn how to use either one.
Just like using Word or Excel, it takes time to learn it.

I've used PSREdit for many years now and have only recently expanded into the Trunking/Logging aspects - still learning.
