Also I would ask why the error message is on a different screen. That doesn't seem right to me? Can that be fixed?

Go to the Options -> Start Up tab then uncheck RSOIP Server Auto Start.

Nothing to fix within ProScan. If a dialog comes up that doesn't have a parent window to center on then it will center on screen. Same goes with Windows dialogs.
