Question about Houston Public Safety Sites

I am currently scanning “Houston Public Safety Northwest Simulcast” Site with my SDS 200. I’m located 30 minutes north of Houston and all the Houston Police Channels are coming in loud and clear. The four regional operator channels for Houston Fire Dept. for some reason are not coming in at all. I would think they use the same sites? What am I missing? Their dispatch channel comes in loud and clear, but dead silence from the other HFD channels.

Which exact TG's are you using? Some of them are only allowed on site 03-005.
