Is it possible to set a quick key for a favorites list and a department, but not a system? Ex 1..01 turns on department QK 01 within FL 1?

Yes... In my instance... While scanning... Key stroke of "2.2.1 then hit enter" will toggle my Statewide Mutual Aid ON or OFF...
The 2.2.x is Fav list # then the Tag #

Favorites list have a quick key. For conventional systems, you have a quick key for the system. For trunked systems, you do not have a System quick key. Instead, there are quick keys for sites and departments.

Number tags have nothing to do with Q-Keys and Trunked systems can have a Q-Key. If you don't add a Q-Key for a system, it will always be on and not able to be turned off unless you use the favorites key. Number tags are used to take you directly to a location.

Yes, you can have quick keys for a favorites list and departments but not for the systems. To toggle departments and sites on and off, you will need to hold on a system while scanning. Press the decimal point twice followed by the department/site quick key number followed by E to toggle departments and sites on and off within the system.

System Quick Keys (SQK)
System Quick Keys are used to enable or disable conventional and trunking systems for scanning. You can assign any QK to one or more Systems, or program one or more systems with no QK assigned that will always be scanned unless you Avoid it. There are also 100 System QKs (0-99) to use for your Systems.

So how does that toggle work? Would it be #..#? (# being any assigned qk number)

To use Q-Keys enter Favorite.System.Dept then Enter, if only one favorite and system are active you can press ..Dept. then enter. You don't turn off channels with Q-Keys you avoid them.
To use number tags press Channel hold then Fav.Sys.Channel (as assigned by Number Tag) then press channel again, and it will take you directly to that channel and hold there.

I understand but that's not my question. I am trying to figure out how to use quick keys for the favorites list and department/site only, leaving the system QK to none. I have different systems under the same favorites list and don't have a need to assign each system it's own QK, but would liketo assign a QK to each department.

If you only have one favorite list active you should be able to use ..X enter, if you have more than one favorites list active it will not work without a system Q-Key.
You should use a system Q-Key but leave the sites without a key so they are always on. Then you can have more than one favorite list active if you wish and still toggle Dept's.
