I have a few questions about this freqency
1 is this still in use
2 are the towers doing simul multicast at all or just using each tower on its own
3 is it analog or digital?
4 what is this being used for?
If anybody knows that will help out a lot

It is used for Wake Co (not Ral) Fire alert broadcasts like Wake TG 46949, it is analog, and as far as I know it is still in use (the other VHF freqs are so I expect it is as well) but weak.

Unless something has drastically changed in the last 24 hours 154.295 is a backup to the 154.190Mhz County Fire Alert Frequency. Meaning that it is rarely used but kept around if needed. I would keep it in your scanner but concentrate on the 154.190Mhz Main County Fire Locution Alert frequency.

Last I checked Cary was part of Wake County. The smaller towns within Wake County need to have licenses for those frequencies as well. Both Wake County and Cary (and other small Wake county towns/cities) are licensed for those VHF frequencies.

I would suggest going by what it is listed as in the database: WAKE COUNTY FIRE TAC 2. It is a Wake County Fire backup frequency so you will almost never hear traffic on it.
Wake County Fire is primarily on the Wake County P25 TRS and only daily uses VHF 154.190 for initial call paging.
