Ramona is in what state? Its quite likely they are a part of a state or county trunk system. Look at the blue toolbar under the RR logo, and float your mouse over Database then select Database home. Click on that and you will be taken to the main database page. Use the pulldowns to select your state and, as you are taken to your state's entries, your county.
You will likely need to go down towards the bottom to find your local trunk systems;alternately on your state's page, look for a link on the left that says Trunking. Click on that, and you will be presented with a list of trunk systems in your state.
If you don't see anything for your system, it's likely no one has mapped it yet. A few questions on your state's forum (we have one for each state in the Union) may bring answers. Or perhaps there is some information in our wiki (all links are in blue)...

We must be understanding something incorrectly..151.190 would be the frequency correct? But what would be the TGID? (talk group ID) It's the darn talk group id's he's having fits with.
Could someone decipher this:

151.90 is a CONVENTIONAL frequency. Talkgroups only come into play when programming a TRUNKED Radion System. In short... the is no talkgroup for 151.190. Just enter the freq. and listen.
Check your other post for info about CalFire on VHF, but if you're trying to listen to this on RCS, then it looks like Command 10-F would be ID 10352 and Tac 10-G would be 28080. "Foxtrot" and "Golf" are just part of the phonetic alphabet like "Alpha", "Bravo", "Charlie", etc.
If you are listening to RCS, then this is a trunked or trunking system and you have to program all its frequencies correctly AND have the right talkgroup IDs for the agencies you want to monitor. The system controller automatically assigns frequencies to each radio that needs to transmit, and your scanner will follow this if it's programmed correctly.
