Single site TRBO. Smells like public works.
Randolph just dropped a ton of money on APX radios and VIPER has expanded capacity as well for the area so I doubt public safety will have anything to do with it. Unless of course they bought the special P25/TRBO interop flash

Based on the "Pending Application" this appears to be for Randolph County Schools Transportation Department.
The reason for the switch may be to equip buses with radios that can send out GPS signals...
