What is the average range for a portable scanner and a base unit...are they about the same rangwise, and what is the range. Just curious about how far i can pickup stuff (i use a pro-95 handheld currently).

The instruction manual says that it is "line of site". That means that it shouldnt be able to pick up anything beyond the horizon. But depending what anteena and atmospheric conditions I would say 40 to 42 miles max.

There are special circumstances in the 30-50mHz range where these signals sometime during the year travel thousands of miles!! I'm no expert by any means, but I hope this helps.

The range depends on MANY factors, and the receiver is only one of them. Some would say not even the most important one.

Yep. Could be less than a mile, or several dozen miles. Some systems I can pick up over 60 miles every day.

Some factors are:
Power of transmitter
Height of TX antenna
Gain of TX antenna
Height Above Average Terrain (HAAT) of TX antenna
Frequency
Sensitivity of receiver
Height of RX antenna
Gain of RX antenna
Height Above Average Terrain (HAAT) of RX antenna
But mostly, the terrain between the transmitting and receiving antenna.

The 'thousands of miles' case is not really predictable for the most part. At least not with any garuntees.

You forgot

Noise floor in the area of the receiver
Interfering signal on or near the receive frequency
Interfering signals in the pass band of teh receiver
Line and other system losses at each end
