I'm looking into setting up a scanner feed thru zello using a Raspberry Pi. Do I need a computer along with the Pi or does that replace it? Do I need other software also?

You could probably use an old cellphone with Zello's voice activated talk feature. Set the old cell phone next to the speaker and when it goes off, it should be able to transmit whatever it picks up. However, if you don't want to pick up ambient noise or talk around the home, a magnetic pickup in front of the speaker would work too. I used the magnetic pickup method with an old cassette recorder back in the 80's. It worked great.

Yes, Zello works great for me with an old iphone and home Wi-Fi network. I'm also able to listen outside my home network over cellular data. I use the VOX feature and can listen to my Apple Music at normal level on earbuds with my current iphone and when scanner audio comes through it fades the music down and overlays the scanner audio. Once the transmission is over the music comes back up to normal level.

Raspberry PI will replace the computer. If you are using TwoToneDetect to decode tones, you can use the helper script I created for TwoToneDetect that has a function to send the audio file to Zello.
